To ask the Secretary of State for Wales what percentage of local authority income was provided or will be provided for each year from 1979–80 to 1991–92 by(a) rate or revenue support grant, (b) domestic rates or poll tax and (c) non-domestic rates or receipts from the non-domestic rate pool for (a) Cynon Valley, (b) Mid Glamorgan and (c) Wales as a whole.

The figures requested are shown in the following table; 1979–80 and 1980–81 are not available on a consistent basis.

The community charge system uses a different method for sharing out the various elements making up the total income, so the two parts of the table are not comparable.

To ask the Secretary of State for Wales what has been the cost to his Department of(a) implementing and (b) monitoring the community charge or poll tax in Wales in the financial years (i) 1989–90 and (ii) 1990–91; and what is his estimate of the cost for 1991–92.

Mr. David Hunt

Staff and related costs for implementation of the new local government finance systems, including the introduction of the community charge, were £305,000 in 1989–90. Expenditure in that year on publicity amounted to £450,000. For 1990–91, staff and related costs for administration of the systems will be £330,000. I anticipate staff and related costs for 1991–92 of £375,000.
