To ask the Secretary of State for the Home Department if he proposes to make arrangements for the reviewing of life sentences following the judgment of the European Court of Human Rights on 25 October 1990.

The Government are carefully considering the implications of the court's judgment to see what changes are necessary to the existing arrangements for reviewing the cases of discretionary life sentence prisoners in order to meet the requirements of the European convention on human rights.
