§ Mr. TrippierThe Environmental Protection (Prescribed Processes and Substances) Regulations 1991, which were laid before the House today, contain a series of rules for determining the control authority in cases such as those where there is a mixture of part A and part B processes on the same site. It will depend, among other matters, on whether the processes are undertaken by the same operator and whether they fall within the same section of schedule 1 to the regulations. The rules are explained in "Integrated Pollution Control—A Practical Guide" which was published on 28 February and a copy of which has been placed in the Library of the House.
My right hon. Friend the Secretary of State may, exceptionally, direct, under section 4(4) of the Environmental Protection Act, that processes are transferred from local authority to national inspectorate (air only) control.
