§ Sir George Young[holding answer 11 March 1991]: No. Plans should make distinctions between different types of employment-generating development, to the extent that they have different implications for land use. Retail development, for example, will often have different implications from industrial use. Further advice is given in the relevant planning policy guidance notes.
