§ Baroness BlatchThe first national assessments of seven year-olds in English, mathematics and science in 1991 will focus on levels 1–3, which constitute the statutory range at key stage 1 in these subjects. Teachers have however been strongly encouraged in guidance issued by the School Examinations and Assessment Council (SEAC) to take note of pupils who have attained level 4 or above and to indicate such attainments to parents in annual reports.
From 1992, it is the intention of my right honourable friend the Secretary of State for Education and Science to provide in the statutory arrangements for seven year-old pupils' attainments to be assessed and recorded at whatever level they have attained, including at levels above level 3. In line with this, steps are being taken, where appropriate, to extend the standard assessments tasks for seven year-olds in 1992 to enable teachers to recognise and record attainments at above level 3.
