§ Mr. Douglas HoggThe main United Kingdom objective for the COCOM meeting held at executive committee level on 27 to 28 February was to achieve as much progress as possible in the exercise to reform the COCOM controls by drawing up a new "core list" of industrial dual-use equipment and technologies.
Much progress was made. Agreement was reached on new control parameters in most sectors. Work continues to solve remaining issues so that the next COCOM high-level meeting can establish the core list.
The executive committee meeting also agreed to extend to Poland the provisions of a procedure under which greater access to dual-use items is allowed on the basis of safeguards against diversion. Hungary and the Czech and Slovak Federal Republic have already had the procedure extended to them.
