To ask the Secretary of State for Energy when his Department first started excluding the costs of insurance premiums and freight from the cost of fuel imports in answering parliamentary questions.

It is appropriate, when directly comparing the values of fuel imports and exports, to exclude the costs of insurance and freight. Figures on fuel imports, both including and excluding the costs of insurance and freight, are published by the Central Statistical Office each month in the balance of payments press notice.
