§ Mr. Garel-JonesIn the intergovernmental conference on political union the United Kingdom has put forward a proposal which would allow the European Court of Justice to impose a financial penalty on a member state which failed to comply with an earlier judgment of the European Court of Justice. This proposal was discussed by EC Foreign Ministers at the IGC ministerial meeting on 17 June.
