To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about United Kingdom policy towards the proposals that European Community member states not complying with the directives or regulations are to be subject to fines; and whether this proposal has been discussed by EC foreign ministers.

Mr. Garel-Jones

In the intergovernmental conference on political union the United Kingdom has put forward a proposal which would allow the European Court of Justice to impose a financial penalty on a member state which failed to comply with an earlier judgment of the European Court of Justice. This proposal was discussed by EC Foreign Ministers at the IGC ministerial meeting on 17 June.
