To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the United Nations High Commissioner for Refugees recommendations for camp conditions which(a) have and (b) have not been adopted for each of the camps in which Vietnamese boat people are currently detained.

Mr. Lennox-Boyd

[holding answer 14 June 1991]: The UNHCR's recommendations on food, nutrition and water standards have been adopted, or in some cases exceeded, in all detention centres in Hong Kong. The recent influx of new arrivals has made UNHCR recommendations for toilet provisions and space standards difficult to achieve in all camps.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list the statistics kept regarding the boat people detained in the camps in Hong Kong.

[holding answer 14 June 1991]: The Hong Kong Government maintain basic statistics on the total number of Vietnamese in the camps in Hong Kong, the number of men and women over 16 and the ages of those who are determined not to be refugees or who wait screening. Statistics that require further research and processing of information are not readily available.
