asked Her Majesty's Government:

In the context of the White Paper on education and training published on 20th May 1991, what systems for valuation are (a) in place and (b) already producing evidence to support ministerial claims as to the success of the Training and Enterprise Councils.

The Parliamentary Under-Secretary of State, Department of Employment (Viscount Ullswater):

Each TEC is evaluated against the objectives set out in its plans agreed with my right honourable friend the Secretary of State. Performance is monitored against management and financial information which TECs are required to supply at regular intervals to regional offices of the Employment Department. TECs publish audited annual reports and are subject to independent audit by the department and the National Audit Office. The quality of provision is evaluated by the Training Standards Advisory Service. An evaluation system is being devised to evaluate TECs against the broad objectives set out in my right honourable friend's strategic guidance.

These measures taken together enable assessment to be made of TECs' achievements against their plans.
