To ask the Secretary of State for the Environment whether he has any plans to introduce legislation to allow councils to penalise those who build properties or extensions without planning consent.

Yes, Sir. My right hon. Friend has introduced provisions in the Planning and Compensation Bill which greatly strengthen and improve local planning authorities' power to deal with breaches of planning control.
