To ask the Secretary of State for Employment what measures he is undertaking to encourage businesses to provide training opportunities for employees aged 16 to 19 years.

Mr. Howard

The Government have introduced a wide range of measures to businesses to train their 16 to 19-year-old employees. In particular, YT encourages employers to offer high-quality training. The comprehensive proposals in the recent White Paper "Education and Training for the 21st Century" are designed further to increase training opportunities for young people, particularly through the nationwide extension of training credits, the expansion of the compacts approach and improvements to the qualifications system. We are also setting a new standard—"Investors in People"—for the development of all workers, including young employees.
