To ask the Secretary of State for Social Security if he will estimate the current numbers and the average number for 1991–92 of individuals with earned income above the upper earnings limit for national insurance contributions.

Following the recent rise in the upper earnings limit, it is estimated that just under 3 million employees currently have earnings above this level. It is also estimated that during 1991–92 an average of 3.1 million employees will have earnings above the upper earnings limit. In addition, about 0.5 million self-employed people will earn above the upper profits limit.
