Local authorities will be paid grant on the basis of applications submitted to the Department in accordance with arrangements to be agreed between them and the Department. Parliamentary approval of this new expenditure will be sought in a supplementary estimate for the relevant vote—class XV, vote 22. Pending that approval, urgent expenditure, estimated at about £5 million, will be met by repayable advances from the contingencies fund.
