Mr. Straw

To ask the Secretary of State for Education and Science what is his policy for the publication of reports of inspections and other visits by Her Majesty's inspectors to grant-maintained schools.

The policy for the publication of reports on schools which have GM status is the same as for all other institutions. Only a proportion of the inspection visits made to schools by Her Majesty's inspectors are planned and carried out with the intention of producing a report for publication. Those that do not come within that category conclude with HMI providing an oral report of the findings to the head and chairman of governors, where he or she is able to attend. This policy is applied consistently to all schools, whether GM, LEA maintained or independent.

To ask the Secretary of State for Education and Science if he will list(a) the inspections and (b) other visits made by Her Majesty's inspectors to grant-maintained schools since September 1989 giving details of the schools concerned and dates, and whether reports of the inspections or visits have been issued to the governors, or made public.

The table lists details of HMI visits to grant-maintained schools between September 1989 and June 1991. At the end of this period, there were 62 schools operating with GM status. The frequency of HMI visiting reflects the newness of the status of these schools.

All visits to schools by HMI are for the purpose of inspection. However, only a proportion of these visits are intended to produce a report for publication. None of the visits listed in the table came into that category and I will not therefore be publishing reports of any of the visits. In all cases HMI's findings were reported orally to the head and to the chairman of the governors where he or she was able to be present.
