§ Mr. CurryUnder relative stability, established EC fishing opportunities are divided among member states according to fixed keys, although new fishing opportunities may be allocated according to new keys. In the negotiations for a European economic area, the Government are continuing to work strenuously to safeguard the principle of relative stability.
