To ask the Minister of Agriculture, Fisheries and Food if he will make it his policy in the European economic area negotiations with Norway to insist that any new fish provided by Norway should be allocated among EC member states in accordance with the principle of relative stability.

Under relative stability, established EC fishing opportunities are divided among member states according to fixed keys, although new fishing opportunities may be allocated according to new keys. In the negotiations for a European economic area, the Government are continuing to work strenuously to safeguard the principle of relative stability.
