To ask the Chancellor of the Exchequer if he will make a statement on his reasons for refusing to refer the pay dispute with the National Union of Civil and Public Servants to the Civil Service Arbitration tribunal; and if he will now reconsider that decision.

Under the terms of the long-term pay agreement with the NUCPS, arbitration is an option only if both parties agree. Arbritration was rejected because pay should reflect what is needed to recruit, retain and motivate staff within what can be afforded. The offer took these factors into account and is within the parameters of the pay agreement.

The NUCPS has now accepted the offer.
