To ask the Chancellor of the Exchequer what estimate he makes of the average weekly cost to the Exchequer for each unemployed person taking into account benefit paid, staff costs for administering the benefit agency, costs of job clubs, jobcentres, restart schemes and associated costs.

Mr. Mellor

The cost to the Exchequer for each unemployed person will depend on the person's family and other circumstances, contribution record, any tax liability, and the administrative costs of assessing and paying benefit and helping find new employment. An estimate of the benefit element of this is given in "The Government's Expenditure Plans 1991–92 to 1993–94: Social Security" (Cm 1514), page 11, table 8.
