To ask the Secretary of State for the Environment if he will make a statement about further progress on tackling the problem of greenhouse gases.

Mr. Baldry

The United Kingdom remains fully committed to the negotiation of an effective framework convention on climate change in time for it to be opened for signature at the June 1992 UN conference on environment and development. Reasonable progress towards this objective was made at the second meeting of the intergovernmental negotiating committee which took place in Geneva last month.
