§ Mr. Douglas Hogg
It is clear that, prior to the Gulf conflict, Iraq was trying to develop a nuclear weapons programme. United Nations Security Council resolution 687 required Iraq to submit to the United Nations and the International Atomic Energy Agency details of its nuclear weapons usable material.
Iraq made two initial declarations, which gave some of the information required, but were deficient in some 253W respects. The IAEA, with the special commission set up in accordance with resolution 687, is working to verify these statements and to remove nuclear weapons usable material from Iraq.
