To ask the Secretary of State for the Environment if those exempt from poll tax because of severe mental handicap will be exempted from the council tax; and if he will make a statement.

[holding answer, 2 July 1991]: We have proposed that people who are severely mentally impaired should be entitled to personal discounts under the council tax if they would otherwise give rise to a higher bill for the property in which they live.
