§ Mr. KeyAlmost 75 per cent. of the aggregate shift in rate burden under the new system in England is caused not by the move to a uniform business rate but by the accompanying revaluation. The total amount payable by business as a whole is broadly the same in real terms in 1990-91 as in 1989–90.
