§ Miss WiddecombeAll authorities have until 30 September 1991 to submit claims to community charge benefit subsidy in respect of 1990–91. These claims will reflect community charge benefit expenditure incurred after the application of budget substitution, but it will not be possible reliably to estimate what the level of that expenditure would otherwise have been.
