HL Deb 26 February 1991 vol 526 c46WA
Lord Norrie

asked Her Majesty's Government:

When they propose to issue guidance to local authorities on the operation of the new local authority air pollution control system under Part I of the Environmental Protection Act 1990.

The Parliamentary Under-Secretary of State, Department of the Environment (Baroness Blatch)

The Department of the Environment has today issued guidance notes covering all the processes which are to be prescribed for local authority air pollution control under the Act from 1st April. These notes have been drawn up after consultation with relevant industries, local authorities and other interested bodies. They will provide a sound framework within which local authorities will be able to exercise their new air pollution control functions.

A set of the notes has been placed in the Library of the House. The notes are also being sent to district and borough councils and to port health authorities.

Guidance for the remaining prescribed processes is well advanced and will be available in accordance with the staged timetable for introducing the new controls. General guidance on the operation of the new system will be published in the near future.
