§ Mr. BeggsTo ask the Secretary of State for Northern Ireland if he will make it his policy that Sinn Fein will not be invited to participate in any talks on the future of Northern Ireland until such time as the IRA unconditionally surrenders and dissociates itself from armed struggle and there is verifiable evidence that the IRA has laid down its weapons and destroyed its terrorist arsenal.
