To ask the Secretary of State for Scotland if he will produce a table, both at cost and 1990–91 prices, showing what level of expenditure local government has incurred on education in every year since 1978–79 compared to what central Government had built into their assessed need to spend on education.

Notes:

1. The Government no longer issue assessments of relative expenditure need and the figures for 1990–91 in columns (3) and (4) relate to grant aided expenditure (GAE).

2. In columns (3) and (4) the figures for the years 1978–79 to 1983–84 include provision for libraries and museums as well as education in accordance with the provision categorisation provided in the rate support grant orders.

3. Expenditure figures are at final outturn to 1988–89, provisional outturn for 1989–90 and budget estimate for 1990–91.

4. All years have been converted to 1990–91 prices by means of the Treasury GDP deflator (October 1990).
