To ask the Secretary of State for Wales if he proposes extra cash for Welsh district councils concerning the anti-litter legislation; and if he will make a statement.

The local government finance settlement for 1991–92 which the House approved on 29 January provides sufficient resources to enable local authorities to maintain and where necessary develop the services they provide including those relating to litter which arise from part IV of the Environmental Protection Act 1990.
