What are the areas in which voting in the European Community Council of Ministers is still subject to unanimity.

There are some 38 articles in the Treaty of Rome requiring decisions by unanimity. They include a wide range of subjects from tax harmonisation and environmental measures to the Community's financial regulations and questions affecting the European Community institutions.
