§ Mr. Heathcoat-AmoryThe limit on the number of men who may be employed below ground in a licensed mine was increased from 30 to 150 by the Coal Industry Act 1990. British Coal may therefore issue licences only in conformity with this manpower limit. Any changes to the limit would require primary legislation.
