To ask the Secretary of State for the Environment what plans he has to revise the present arrangements for capping local authorities' expenditure.

The provisional capping criteria which my right hon. Friend the Secretary of State announced on 26 November represent our firm intentions for 1992–93, but before taking our capping decisions we shall take account of all appropriate considerations.
