To ask the Secretary of State for Social Security if he has any plans to enable those who are partially sighted to qualify for mobility allowance.

Mr. Scott

Disability living allowance, which will replace mobility allowance in April 1992, will introduce a new rate of benefit for disabled people who, although physically able to walk, are unable to get around on unfamiliar routes without guidance or supervision from another person. We expect that substantial numbers of people with severe visual impairments will benefit from this extension.
