asked Her Majesty's Government:

Whether they consider that the Soviet aircraft carrier, "Admiral Flota SSSR Kuznetsov", may lawfully pass through the straits from the Black Sea to the Mediterranean, in view of the prohibitions in the Montreux Convention.

It is the view of the British Government that the Montreux Convention prohibits the passage of aircraft carriers through the Turkish Straits, and that the "Admiral Flota SSSR Kuznetsov" meets the definition of aircraft carriers annexed to that convention. However, these views are not shared by all of the other parties to the convention.
