To ask the Secretary of State for Defence who will be the budget holders for territorial units under the new management strategy; who will have the power to dismiss unsatisfactory clerical and stores staff in territorial units; and who will have the power to replace clerical staff in territorial units with contracted-out services.

The general officer commanding the district in which the unit is located is the budget holder for all funds other than those administered by TAVRAs. Powers of dismissal are held under delegated authority by commanding officers not below the rank of colonel in respect of stores grades with less than five years service, and clerical staff during their probation period. Outside these categories, dismissal may be approved at major general or equivalent level only on the advice of personnel management staff at grade 7 level or above. District headquarters exercise the appropriate powers to replace clerical staff in territorial units with contracted-out services.152W

To ask the Secretary of State for Defence how many individuals(a) civilian and (b) military were employed by his Department wholly or mainly on accounting and budget management duties in (a) 1980, (b) 1985 and (c) 1990; how many persons his Department envisages employing once the new management strategy is in place; and how many of these were concerned wholly or mainly on duties in connection with volunteer forces.
