§ Mr. FallonMy right hon. and learned Friend's plans are set out in the drafts of the regulations he proposes to make on school teacher appraisal and of the associated departmental circular. The drafts were sent out for consultation to representatives of the employers, teacher associations and others on 23 April 1991: copies have also been placed in the Libraries of both Houses.
