To ask the Secretary of State for Social Security how many poll tax payers will lose their rebate entitlement as a result of the proposed reduction in the poll tax(a) nationally and (b) in Gateshead.

[holding answer 28 March 1991]: It is estimated that, as a result of the general reduction of community charges by £140, the number of people qualifying for community charge benefit will be about 1.4 million less than if the previous higher charges had remained in place. This estimate takes account of the abolition, from 1 April 1991, of the minimum benefit rule for community charge benefit.
