To ask the Secretary of State for Scotland whether he will now relax the rules about the Scottish Enterprise or local enterprise companies only being property developers of last resort.

No. The right approach is to promote and, where appropriate, assist private sector develolpment and the normal functioning of the industrial property market in Scotland. There is no case for the use of public money to finance property development in cases where the private sector would be prepared to make the necessary provision.
