§ Mr. Ralph HowellTo ask the Secretary of State for Social Security what is(a) the weekly benefit entitlement when not working of a single parent with two children aged eight and 12 years and (b) the weekly income of a single parent with two children, also aged eight and 12 years, with earnings of £10, £15, £20, £30, £40 and £50.
§ Mr. JackThe information is set out in the table. All assumptions are as set out in the published tax/benefit model tables. The family is assumed to live in council property appropriate to its size and to pay estimated average rent and community charge. Average rents are provisional 1991–92 figures and community charge has been assessed at £250 per annum. Any relevant changes announced in the Budget, including the increase in child benefit which will take effect in October, have also been incorporated. It has been assumed that the earnings of £10 to £30 a week are in respect of part-time work with the family remaining in receipt of income support. This means that the net income will remain static once the earnings disregard of £15.00 a week has been reached.
It should be noted that the results in the tables remain arbitrary. They cannot reflect, except by chance, the actual circumstances of particular people and cannot claim to be representative of the population at large. The tables use hypothetical rents, so do not reflect the full range of housing costs which people can pay.
