HC Deb 15 April 1991 vol 189 c91W
25. Mr. Ralph Howell

To ask the Secretary of State for Social Security what measures the Government have implemented since 1983 to assist working people on low incomes.

Mr. Jack

Tax and national insurance contribution changes have ensured that working people keep more of their own pay. The reformed benefit system has resulted in a huge reduction in the number of working people who would be better off on benefit, and people no longer find themselves worse off as a result of increasing their earnings.
