asked Her Majesty's Government:

Whether they welcome President Bush's plans for a "New Order", and if so what meaning do they give to his words in the context of existing institutions and procedures such as the United Nations and the International Court of Justice.

The Earl of Caithness:

We share with the United States and many other countries the prevailing belief that the end of the Cold War provides an opportunity to strengthen international order. The United Nations and the International Court of Justice will have important roles to play.
