To ask the Secretary of State for Scotland what was the net out-migration from Scotland in each year since 1979; and what percentage decline in population this represents.

The information on annual out-migration is given in the table. The total net out-migration of 156,000 over the period 1979–89 represents some 3 per cent. of the population of Scotland in 1979.
