§ Mr. WakehamIt would not be fair to expect the general body of consumers to subsidise those who cannot or will not pay their bills. However, in recognition that some consumers may experience genuine difficulties, the licences issued to the public electricity suppliers have strengthened the protections against disconnection offered to such consumers. These include easy payment arrangements and, where safe and practical, the installation of prepayment meters.
