My right hon. Friend the Secretary of State for the Environment will continue to make use of the sanction powers available to him under section 19 of the Local Government, Planning and Land Act 1980 where it appears to him that a local authority had failed to comply with the relevant provisions of the Act in carrying out construction or maintenance work.
