§ The Prime MinisterFigures for the numbers of statutory instruments laid before the House each Session are not readily available. However, all instruments laid, with the exception of Orders in Council and draft Orders 21W in Council made or proposed to be made under paragraph 1 of schedule 1 to the Northern Ireland Act 1974, are considered by the Joint or Select Committee on Statutory Instruments. The following figures, derived from the sessional returns relating the delegated legislation, are based on instruments considered by these Committees during each of the last 10 full Sessions. Excluded from the figures are statutory rules of Northern Ireland, special procedure orders and all instruments which are not subject to parliamentary procedure.
