§ Mr. KeyOn 3 July 1990, my right hon. Friend served two notices under section 13 of the Local Government Act 1988 on the London borough of Camden, setting out his view that the authority had failed to comply with the requirements of the Act in carrying out refuse collection and street cleaning work. Under section 14 of the Act, he may issue directions to an authority on which he has served a notice under section 13. The London borough of Camden made a written response to the section 13 notices on 2 August 1990 and requested a meeting on the case, which the Parliamentary Under-Secretary of State, my hon. Friend the Member for Wells (Mr. Heathcoat-Amory), held with it on 24 September 1990. We are still considering whether to issue a section 14 direction in the light of the points made at that meeting and of further information submitted since the meeting.
