§ Mr. MichaelTo ask the Secretary of State for Wales (1) if he will make it his policy to take all steps available to him to persuade Welsh Water plc not to make any change in the water rate system until after the next general election;
(2) if he will make it his policy to take all steps available to him to dissuade Welsh Water plc from introducing a flat-rate charge to replace the water rates.
§ Mr. GristChapter IV of part II of the Water Act 1989 allows water and sewerage undertakers to determine their methods of charging.
