§ Mr. BellottiTo ask the Secretary of State for Employment what measures he has taken to ensure that every training and enterprise council makes provision within its area for those with special needs.
Mr. Jackson[holding answer 20 November 1990]: Each training and enterprise council (TEC) is required to set out in its corporate and business plans how it intends to meet the requirements of people with special needs. In approving plans my Department will ensure that appropriate proposals showing how the TEC will address this issue are set out. TECs are bound by their contract with my Department to implement the provision of their plans.
