§ Mr. Michael ForsythThe proposal to introduce primary testing was included in the consultation document "Curriculum and Assessment: A Policy for the 90s" issued in November 1987. Over 1,000 responses were received, most of which commented on the testing proposals. The decision to proceed with tests was announced on 3 October 1988 and all the responses were made available for public inspection during October and November of that year.
