To ask the Minister for the Arts if he has any plans to introduce a scheme by which painters and sculptors may benefit financially from the proceeds of sales of their work subsequently to the initial sales of individual pieces of work.

Mr. Luce

No. The Secretary of State for Trade and Industry announced in the 1986 White Paper "Intellectual Property and Innovation" that he did not intend to introduce such a scheme because it would be complex to administer and the disadvantages would outweigh any benefit to the artist.
