§ Mr. AtkinsThe national road traffic forecasts 1989 (NRTF) apply to Great Britain as a whole. Local forecasts, consistent with the NRTF, are made where necessary when particular problems and improvements are considered. These forecasts take into account local differences and can be lower or higher than the national forecast.
