§ Mr. FreemanFull details could be recovered from personal files only at disproportionate cost. But the records held on computer for payroll purposes indicate that some 30 per cent. (164) of those in the relevant grades have arts degrees; 16 per cent. (88) have science and 4 per cent. (21) technical degrees; and there are on these records five qualified accountants and one person with a post graduate qualification in management. Type of school is not recorded, and the reliability of payroll data in respect of qualifications is sufficient only to illustrate orders of magnitude.
